The tapered part is made from high quality plastic to protect your gun, and once inserted into the chamber, acts as a bore guide - eliminating any erosion or wear caused by unnecessary contact between your cleaning rod and barrel. Once the Locking Ring is securely attached in the desired position, it prevents any chance of over insertion.
